| Science and Technology in the Gulf |
Science and Technology (S&T) is increasingly impacting all aspects of life. In fact, it has become a major strategy for developed and developing countries to seek socio-economic development through S&T and utilize a wide variety of scientific know-how to build their capacity to respond to continually changing economic, social, and environmental challenges.
National concerns like education, health issues, or job creation as well as global challenges such as potable water scarcity, energy supply, and climate change are shaping policies for research and technological development. These are regularly revisited and attuned to countries’ specific conditions for enhanced effectiveness, competitiveness, and sustainability.
The imperatives of economic diversification in the GCC countries are creating a growing need for diverse technologies that allow these countries to produce energy, materials, products and services. However, to reduce and ultimately eliminate their technology dependence and cut down on importing innovations, repair and maintenance services and facilities, the GCC countries must build their own national research, development and innovation (RDI) capacity.
For the GCC countries, a number of prevailing conditions, such as geographical location, soaring demographic trends, and rapid expansion of their economies provide important socio-environmental rationales for S&T policies that adapt R&D activities to local environmental concerns and enable GCC youth to contribute to the creative tasks of planning and designing their industrial future. Indeed, growing knowledge based-industries in many countries have increased the need for highly skilled personnel and will drive global demand for human resources in science and technology. The availability of such a pool of talent will be a critical differentiating element of development.
Besides, in the context of increased globalization of production and R&D activities, and with more open forms of innovation challenging national S&T policies, cluster initiatives, networking and collaboration between industry and research should be promoted in the GCC countries. It covers specific issues related to S&T in the GCC countries, maps out the region’s S&T capabilities and disseminates information in a useful manner in order to help identify complementarities and synergies between relevant GCC institutions, and promote connectivity between supply and demand for S&T skills in general.
However, dissemination of information, assessment of S&T activities, and mapping-out and integration of available scientific know-how and capacities in the region are still lacking. Ant it is against this backdrop that the GRC S&T research program will cover specific issues related to S&T in the GCC countries. It will map out the region’s S&T capabilities and disseminate information in a useful manner, help identify complementarities and synergies between relevant GCC institutions, and promote connectivity between supply and demand for S&T skills in general.
