The conference focused on the Corona pandemic and the emerging global governance challenges. Dr. Abdulaziz discussed the effects of the Corona pandemic on the future of the global system and international cooperation. It is worth noting that this conference is held annually for a selected group of 28 Think Tanks from a number of countries from different continents of the world, in which heads of these Think Tanks participate to discuss global challenges, direct high-level international attention and effective political responses to these challenges. The Gulf Research Center is the only member participating in this council from the Arab countries

He answered a number of questions, including his vision of the new Iraqi government, and Iranian and Turkish influence in Iraq.

During his participation Dr. Abdulaziz focused on the security, economic and health repercussions of the crisis on the countries of the Gulf Cooperation Council and the great efforts and precautionary measures implemented by the Gulf governments in the framework of facing the virus and its consequences. Dr. Abdulaziz discussed the most important potential challenges after the pandemic. The seminar gathered a group of specialised researchers to review various experiences in dealing with the crisis in the Arab region and internationally.

King Abdulaziz University, in cooperation with the Gulf Research Center, organized a seminar on Saudi-U.S. relations on the occasion of the 75th anniversary of the meeting that brought together His Majesty King Abdulaziz bin Abdul Rahman Al Saud and U.S. President Franklin D. Roosevelt on February 14, 1945.

The U.S. Consul General in Jeddah, Mr. Ryan M. Gliha, the Chairman of the Gulf Research Center, Dr. Abdulaziz Sager, and the Executive Director of the Public Policy Program at the Faculty of Economics and Administration at King Abdulaziz University, Dr. Walid Nayef Al-Sudairy, participated in the panel discussion, moderated by the Head of the Political Science Department at the University, Prof. Saud Muhammad Al-Otaibi.

The workshop dealt with several major topics regarding Saudi-U.S. relations, including the historical context and importance of the meeting that brought together His Majesty King Abdulaziz bin Abdul Rahman Al Saud and President Franklin D. Roosevelt, which was the nucleus of the unique and distinctive strategic partnership between Saudi Arabia and the United States that has continued until this day. Furthermore, their relations that have developed since the historic meeting have become a basis for global security and stability. The seminar also touched upon Saudi and U.S. foreign policy and their common vision on various issues, such as military and security cooperation, their role in combating terrorism, and their economic partnership, in addition to having discussed the Kingdom of Saudi Arabia's Vision 2030, which will create even more opportunities for cooperation between the two countries in various sectors.

The seminar took place at the headquarters of the Faculty of Economics and Administration in the presence of His Excellency Prof. Abdul Rahman Obaid Al-Youbi, Director of King Abdulaziz University, in addition to a group of academics and students.
On the occasion of this important anniversary, the university president announced an initiative, with the participation of the Gulf Research Center, to establish an academic chair that will act as a knowledge and research reference for Saudi-U.S. relations, and which will enhance the understanding of this relationship at all levels.

He participated in a session entitled “Bridging the Gulf: Imaging New Mechanisms to Avert a War in the Middle East.” The session aimed to find mechanisms to bring key actors together in a comprehensive process aimed at reducing tensions in the Middle East, opening channels of communication, and engaging in dialogue on various issues. It also discussed potential long-term security arrangements that could stabilize the region.

Dr. Christian Koch participated in a day-long strategy session of the “Key States Project: The EU and Russia, Turkey, Saudi Arabia and Iran” which is organized by the Bertelsmann Foundation. The project seeks to analyze how the four key states mentioned above can more effectively linked into the EU neighbourhood policy. The meeting featured presentation by the experts on each of the four countries of the relevant policies and strategic interests followed by a discussion on how those interest can best be integrated into European policy thinking. In the fall, the strategy group will undertake field trips to Saudi Arabia, Turkey, Russia and Iran.

Dr. Christian Koch, Director of the GRC Foundation, attended the conference entitled “Transatlantic Think Tank Dialogue on the Middle East” held in Bonn, Germany and organized by the Konrad-Adenauer Foundation and the Center for Applied Policy Research on the Orient. During the meeting, views were exchanged on European and American positions on the current critical issues in the Middle East ranging from Syria, Iraq, Turkey and Yemen to the Saudi-Iranian rivalry and concepts of reconciliation and rehabilitation. The events brought together 25 participants representing European and U.S. think tanks. Dr. Koch gave a presentation on the current development related to the Kingdom of Saudi Arabia and how the West should position itself with regard to the transformation processes occurring in Saudi Arabia.

Amb. de Mistura pointed to a critical period over the coming weeks in Syria based on the US decision on the JCPOA, The opening of the US embassy in Jerusalem and the start of Ramadan. The UN envoy stated that while it is clear that only a political solution can ultimately end the conflict, the fact is that at the moment a military solution is in the making. This means that parties will not negotiate until the contours of that solution become visible. The event was attended by policy officials and members of think tanks from the Berlin community.

The three year INCONET-GCC2 Project drew to a successful close in January 2017. Dr. Oskar Ziemelis, GRC Director of Cooperation, Sanya Kapasi and Imen Jeridi Bachellerie represented the GRC Foundation at the final event and meeting of the project. The final event was an International Conference entitled “EU-GCC Research and Innovation Cooperation: The Way Forward” which took place on 29 November 2016 in Brussels and presented the results of the project to about 100 strategic stakeholders from both the EU and the GCC. The conference focused on exploring the way forward in research and innovation cooperation between EU and GCC countries with emphasis on three interconnected axes: i) Supporting bi-regional research and innovation policy dialogue, ii) Capacity building needs and opportunities in the GCC region, and iii) Enhancing research and innovation cooperation between relevant stakeholders, including existing EU networks and the research and business communities. Dr. Ziemelis presented the results of the researcher mobility task to the conference.The GRC Foundation representatives also participated in the concluding project consortium meeting, which took place after the conclusion of the conference on 30 November 2016.

Dr. Christian Koch gave a full day of presentations to the Senior Course 129, course members from Modular Short Course 2, as well as the Committee Seminar Group at the NATO Defence College in Rome, Italy on the subject of "Regional Organizations and their impact on Global Security: The Case of the Gulf Cooperation Council (GCC)." The Senior Course is comprise of more than 60 military and government officials from NATO member countries, the Partnership for Peace Programme, the Mediterranean Dialogue and the Istanbul Cooperation Initiative. The main focus of the various presentations included to provide a general overview of the regional integration processes and their contribution to peace and security in the Greater Middle East; to examine the foreign, defence and security policies of the GCC as well as the key security-related issues affecting the organization; to identify the main sources of current and future instability in the region, and address the geo-strategic importance of GCC for regional and global security; and to assess the GCC's relations and co-operation with key external actors, including NATO, in responding to emerging risks to security and stability in the regions, as well as the consequences for the Alliance. Dr. Oskar Ziemelis, GRC Director of Cooperation, Sanya Kapasi and Imen Jeridi Bachellerie represented the GRC Foundation at the 2nd Innovation Summer School, which took place as part of the INCONET-GCC2 project in Doha, Qatar. The summer school, entitled: “Health Research and Innovation: The Development of Personalized Healthcare to Address Chronic Non-communicable Diseases (NCD)” was hosted by Qatar University and brought together 25 researchers and experts interested in Healthcare from the GCC and the EU. The overall goal of the INCONET-GCC2 project is to support a science-and-technology-related policy dialog between the GCC countries and the European Union, and to strengthen GCC-EU cooperation among research and innovation actors. As part of the researcher mobility task in the INCONET-GCC2 project, the GRC Foundation organized a second call for joint GCC-EU projects in the area of Healthcare to stimulate researcher mobility between the GCC and the EU. Interested researchers from the GCC countries proposed joint projects on societal challenges in the health innovation field, focusing specifically on the development and use of personalized healthcare for chronic non-communicable diseases. Eight GCC-based researchers received researcher mobility grants from the project to support their participation in the Doha summer school. Following the summer school, joint research proposals will be tracked and supported through researcher–mobility-specific advice with the goal of extending and enhancing GCC-EU researcher mobility.

The overall goal of the INCONET-GCC2 project, in which the GRC Foundation is a consortium member, is to support the GCC-EU policy dialogue in Science, Technology and Innovation, and to strengthen GCC-EU cooperation among research and innovation actors, especially in the context of the Horizon 2020 program. Dr. Ziemelis and Ms. Kapasi also participated in the Project Control Board meeting which took place on 9 December 2015 at The Research Council in Muscat to finalize plans for the final year of the INCONET-GCC2 project.

Dr. Christian Koch, Director of the Gulf Research Center Foundation, spoke at a meeting organized by the European Parliament's Delegation for relations with the Arab Peninsula on the topic "Regional impact of the Iran nuclear deal". When Iran and the P5+1 signed on July 14 in Vienna the joint comprehensive plan of action to resolve the Iranian nuclear issue, Dr. Koch pointed out that the GCC foreign ministers welcomed the agreement stating that once implemented, the deal would contribute to the region's security. He also stressed, however, that there are some fundamental reservations in the Gulf region about the deal itself, which are related to the actual implementation that the GCC states believe will still prove to be difficult. Dr. Christian Koch participated in the international symposium entitled “On the Road to a Foreign Policy of Societies – the strategic dialogue between Foreign Office and foundations” held at the German Foreign Office in Berlin. German Foreign Minister Steinmeier held the opening address in which he highlighted the important role of foundations and NGOs in the overall policy process. Proper governance, an active private sector and a vibrant civil society were highlighting as the three components of a viable and sustainable society. The conference dealt with topics such as creating multi-sectoral networks, regional solutions for regional problems, culture and scientific research in a time of crisis, and foreign policy as a public good. The conference was attended by nearly 200 representatives from foundations, non-governmental organizations and think tanks.

Perspectives of German and European Foreign Policy”, the Role of Russia, Asia’s Role in Global Security Challenges, and US Foreign Policy after the Election. A debate was conducted on the question of whether the nuclear deal with Iran makes the Middle East more unstable in the long run. Following the presentation, there was an extensive discussion about the idea of collective security in the Gulf region as well as current development particularly in the relationship between Iran and the GCC states. Dr. Mohamed Abdel Raouf, Research Fellow - GRC Environment Research Program, participated in the kick-off meeting for the project "Global Cities, Local Solution" at the Barcelona Center for International Affairs (CIDOB) in Barcelona on 19 and 20 November 2015. The purpose of the meeting was to establish a global network of think tanks to study cities from different angles, including: security, transportation, energy, environment and social issues. The CIDOB will develop the project concept paper, which will assign different tasks to different think tanks and plan for the first deliverables to Habitat 3 next year.
